In step 2 I have selected the the premium cover that is offered which is 11 pounds per day. However, in important information in section Excess and Liability says that: Groups Mini, Economy, Compact and Intermediate have an excess of £1000, Groups Mini and economy: £13.00 per day with a maximum charge of £130 (incl tax), If you have purchased insurance from a third party an excess will still be required by Budget. So my question is the insurance (premium cover) that is offered in step 2 at insurance section it is a third party insurance?

Yes. If you take the AXA premium cover, it will cover all excess up to £2500
